Joseph D. Welch is an estate planning
attorney with offices in Hannibal, Missouri; Quincy, Illinois; and
Lake of the Ozarks. He is a partner in the firm of Cary, Welch &
Hickman, L.L.P.,
Joseph was raised in Hannibal, Missouri,
the second of six sons of Robert J. and Mary V. (Church) Welch. He
graduated from Hannibal High School in 1970 and attended St. Louis
University.
In the summer of 1971 he relived Tom
Sawyer's journey south described in Life on the Mississippi
by floating a raft from Hannibal to New Orleans.
In 1974, he graduated from the Honors
Program at St. Louis University, B.A., cum laude, and in 1977 he
received his Juris Doctorate degree from St. Louis University School
of Law.
Joseph is married to his soul-mate, Sharon,
a speech/language pathologist, and is the proud father of five
children (Eric, Christopher, Colin, Maria, and Theresa). Joseph
enjoys the outdoors, tennis, boating, sailing, reading, camping,
travel, and working or playing with his wife and children.
Memberships and Bar Admissions
Mr. Welch is a member of Holy Family
Parish. He is active in community service and has served on the
Board of Directors of the Hannibal Industrial Development Authority,
the Mark Twain Area Physician's Recruitment Association, the
Hannibal Chamber of Commerce, the Hannibal Parks and Recreation
Department, the Hannibal Free Public Library, the St. Elizabeth's
Hospital Advisory Board, the Holy Family Parish Council, and the
School Board of Holy Family School. For six years he was privileged
to serve as the volunteer basketball coach of the Holy Family Lady
Shamrocks. He is a past president of the Tenth Judicial Circuit Bar
Association, Hannibal Central Business Development, Inc. and the
Mark Twain Astronomical Society. He is also a member and past
Missouri chairman of the Mississippi River Parkway Commission, and
has served on the Board of Directors of the Great River Road
Association, as well as serving as the Missouri Commissioner to the
federal Mississippi River National Heritage Corridor Study
Commission.
Mr. Welch is currently a member of the
Tenth Judicial Circuit Bar Association and the Missouri Bar
Association, and is licensed to practice in all state courts in
Missouri and Illinois, as well as the United States Court of Appeals
for the Eighth Circuit and the United States Supreme Court. He is
also licensed to practice before the United States District Court
for both the Eastern and Western Districts of Missouri, and has
appeared in the United States District Court for the Central
District of Illinois.

Mr. Welch's memberships include the
National Network of Estate Planning Attorneys (2000-2004);
WealthCounsel,
LLC; The Wealth Strategies Collaborative; and the
National Network of Estate Planning Attorneys (NAELA). He is also a
graduate of the Advanced Studies Curriculum of both the Esperti
Peterson Institute and the Teton Institute. He is a partner in the
firm of Cary, Welch & Hickman, L.L.P. Mr. Welch is a
charter member of The Estate Planning Center, LLC, which serves the
estate planning needs of clients in Illinois and Missouri.
Recognitions and Awards
Mr. Welch has won numerous awards and
accolades in academics, athletics, and community service. He was
selected as a commencement speaker at his graduation ceremony in
1970, and was voted Most Likely to Succeed and Most Courteous by his
peers. He won a full academic scholarship to St. Louis University, a
Jesuit institution, where he graduated cum laude.
While attending law school, he was honored
by selection to the St. Louis University Law Journal, and authored
two articles, both of which were published in the Journal.
He has written and spoken at various continuing legal education seminars and programs by the Missouri Bar Associations, The University of Missouri, and Missouri
University School of Law. He is a past
president of the Marion County Bar Association and a former
professor of Business Law at Hannibal-LaGrange College.
Mr. Welch has achieved the highest possible
"AV" designation by Martindale-Hubbell Law
Directory,
which is a confidential rating by attorneys with and against whom he
has practiced. The first letter of the designation (A) signifies his
legal ability as "from very high to preeminent"; the
second letter of the designation (V) signifies his ethical standards
as the highest attainable (very high). He is listed in the national
Bar Register of Preeminent Lawyers™.
In 1993 he was recognized for
"Significant Contribution to the Bush Administration and the
Department of the Interior." He is listed in Who's Who in
America (52nd, 53rd, 54th (Millennium), 55th, 56th, 57th and
58th ed.), Who's Who in American Law (8th, 9th, 10th, 11th,
